Manuscript Specifications

I am a TH romance novel writer and I read that the required word count for manuscripts should be 23K-24k. Does this mean that the number of pages is not important? And, by the way, is there a specific font size, font face and spacing for the manuscript to be submitted? I'm using Arial, 10, double space. Hope you can enlighten me on this matter.
